New circular on customs values of exported and imported goods

On 30 August 2019, the Ministry of Finance issued Circular no. 60/2019/TT-BTC amending and
supplementing a number of articles of Circular 39/2015/TT-BTC dated 25 March 2015 on customs values of
exported and imported goods.
Circular 60 provides important guidance on the following matters:
• Supporting documents needed for applying the transaction value method;
• Customs value of repurposed goods which are disposed of;
• Customs value of machinery and equipment imported with accompanied operating software;
• Customs values of carrier media containing software for data processing equipment;
Circular 60 will take effect on 15 October 2019.
